Support VMware VMXNET3 vNIC

Currently the VMware VMXNET3 paravirtualized adapter is not supported with Mirantis OpenStack. When using Nova-networking with VLAN manager, expected VLAN tags aren't seen when attempting a network verification. Leveraging the E1000 adapter as a fallback works, but there are significant performance advantages to using the more modern VMXNET3 network adapter.
