VM auto-start check

As a services engineer, I want to make sure VMs are not automatically started on host boot.
Implementation details:
The check is provided by OSTF-compatible test. It checks the compute nodes in cluster.
This test checks if the option resume_
If any of the nodes doesn't fit this condition - the test fails with showing up an IP of this node (obtained by OSTF config).
