Improve Pacemaker cluster UX with a built-in events monitoring

A Pacemaker logs are barely human-readable. There is improved monitoring features introduced with the v1.1.14, see http://blog.clusterlabs.org/blog/2015/reliable-notifications/ . And Fuel should leverage it as well.

Extended info of events related to nodes and resources should be logged in a separate, friendly looking -more or less- log.
