Implement CI pipelines for Fuel upgrade

Upgrade pipeline in Fuel Infra CI is required to continuously test the upgrade capabilities of the Fuel installer. This includes:
- upgrade of the Fuel Master node between legacy releases (i.e. 7 to 8)
- upgrade of an OpenStack environment installed and managed by Fuel installer
