UI lint task group

Besides JSLint, we need to add more Grunt tasks to check static files such as:
1) Permissions (there should be no +x on static files)
2) Line endings (no \r\n)
3) fonticon.css (no 3-byte characters in content)
etc.
They all should be available by running ./run_tests.sh --lint-ui
