Test for presense of deprecated parameters in OpenStack config files

We need automated checks for obsolete and deprecated OpenStack configuration parameters. Every time we add support for a new OpenStack release in Fuel, we should compose lists of all configuration parameters that were removed and that were deprecated in that release.
