Fuel for OpenStack

FUEL plugin for VPNaaS Neutron feature

We need to support VPNaaS in Fuel deployment of OpenStack , which provides availability to connect two tenants from the different OpenStack deployments. It is very useful feature for who has multiple data centers and necessary for the building channels between public and private clouds.
