staging job must test packages against stable Fuel

At the moment staging job test packages against fuel master (Head). Because of this we cant update packages if fuel master is broken. we need test staging mirrors against stable fuel
Stable fuel - version.yaml file from last stable ISO.
Last stable ISO - iso that pass bvt test (ex 6.1.all)
For staging jobs we must use version.yaml from last stable ISO
