Separate task for Murano RabbitMQ configuration

Murano upstream module isn't going to configure rabbit. This functionality should be supported in fuel-library in modular deployment. We should configure additional host in rabbit for Murano to work with its VMs. One of the suggestions is to prepare new deployment task for Fuel deployments with Murano
