System tests for separate services from controller
A new set of system tests is needed to cover separating services from controller feature

Minimum set of tests will be:
1. Deployment of cluster with 3 controller, 3 'db' nodes, 1 compute, 1 cinder
2. Deployment of cluster with 3 controller, 3 'keystone' nodes, 1 compute, 1 cinder
3. Deployment of cluster with 3 controller, 3 'rabbitmq' nodes, 1 compute, 1 cinder
4. Deployment of cluster with 3 controller, 3 'horizon' nodes, 1 compute, 1 cinder
5. Failover scenarious with shutdown one of the service nodes
