Provide mechanism for reliable block device naming

The fact that we are installing several different distributions leads to the problem of changing udev and Linux kernel behaviour when it comes to disk device naming. We need to develop the scheme how to generate symlinks for disks in order to avoid fuzzy disk naming that breaks provisioning phase on particular hardware configurations.

Current naming mechanism (using combination of by-id and by-path links) is quite reliable. Besides, it'll require wasting resources to make pmanager, bootstrap and installer ramdisks consistently related to one another. It is better to spend those resources contributing in ironic-
