Refactor local mirrors creation scripts

In Fuel 6.1 there are two scripts for local mirrors management (fuel-package-updates and fuel-createmirror). They were created in scope of a different features, but in general they serve the same purpose. We need to converge them into single script that will have all the useful features from both.
