Document and test provider IPv6 networking in Fuel

Since IPv6 is supported in OpenStack, we have to provide end users with the documentation how to deploy and use provider and tenant IPv6-enabled networks, and also cover it with tests to prevent degradation.
This will be first phase of IPv6 enablement in Fuel.
