Fuel needs to be extended to plugin RackScale architecture based Pod and rack provisioning. We propose to build a plugin talking to Rackscale APIs to
1. Discover pods, rack and drawers,
2. Discover blades, cpu, nics and SSD/HDDs
3. Boot, install and provision as Openstack nodes
