Implement supporting debian distros in Perestroika

We need to continuously build DEBs in Perestroika build system from OpenStack's trunk to:
implement binary images building for Kolla
detect problems with upstream packages early on
These DEBs must be publicly available.
One way of doing this is to engage upstream infra but there is little people at Mirantis with good knowledge of it + it will take more time due to external discussions & reviews.
