Need to add patches for Heat to support neutron

Murano team has patches for Heat, which allows to deploy Heat stacks with Neutron.
Need to add all patches to the Heat RPM/DEB packages and change puppet manifests for Heat to support all patches.
Timur Sufiev will prepare all patches for this. Dmitry Teselkin will include all patches for Heat packages and will modify puppet manifests.
