Allow users to set root password to console login on installed systems

At the moment users can login with root/r00tme via console on both bootstrap (discovery system) and target (installed env) systems. Note, that ssh pass auth is disabled on installed env.
However for extended security in a datacenter it is required to set secure root password. This can be an option in Fuel Settings tab.

Note that a root password is able to be set by fuelmenu already. We could store a hash of that password in /etc/astute.yaml and then load it into nailgun for use later. We should set this password in Cobbler time rather than during puppet run and just pass the hash as yet another ksopt.
