Allow to change OpenStack configuration after deployment with API

This API should allow to upload configuration manipulation YAML.
After validation it should be uploaded to given nodes in cluster, and proper
granular tasks should be executed on nodes.
New YAML should be uploaded to hiera directory on destination nodes.
To choose granular task to execute, API should check 'refresh_on' field.
API should choose only granular tasks assigned for given node (ex. not execute openstack-
