Server for building Fuel ISO every night

Create new server which would build ISO from Fuel master every night and make it available for everyone. It will make 4 things:
1. build ISO
2. run smoke test
3. make mirror for Fuel packages
4. distribute between mirrors

First of all (building ISO and fuel mirror) and (smoke tests and file distribution) are objects requires different type of resources.
Building ISO and fuel mirror requires free space
Smoke tests and file distribution requires I/O
Currently ISO building requires root priveleges it's ain't good way to give user builds an ISO root privileges on the server seeds trusted content(such as our packages)
