Allow deployment of Neutron VLAN on less than 3 NICs

As for 4.0 user must have servers with at least 3 NICs to deploy Neutron VLAN mode. xarses experimented and was able to deploy on 2 NICs via Fuel CLI. Let's make it possible to deploy from Fuel UI as well. Documentation on how to do this from CLI is tracked here: https://bugs.launchpad.net/fuel/+bug/1262111
