Use Neutron L2 population plugin for Fuel network solutions
This blueprint proposes Neutron L2 population plugin usage as it can improve performance of tunneling protocols. The L2 population driver enables broadcast, multicast, and unicast traffic to scale out on large overlay networks. The feature itself is implemented in Neutron since Havana, so it should be enabled and tested on MOS clusters.
