API for network roles to networks mapping

Management of network roles and their mapping to networks should be available via API. It is only done via network template in 7.0 - 9.0. So the part of network template that defines network roles to endpoints mapping can completely be loaded into DB and new API for network roles will reflect contents of template. Double logic in network manager and serializers for working with networks and network roles can be removed then.
