New nodes should inherit networks placement on NICs

The logic of Fuel/MOS should remember network placement and apply it for new nodes.

Current behavior:
When cluster was created networks(storage,mgmt,private,public) have some default placement on NICs. User could change it on per node basis and deploy config. But if he will add new node(s) he will have to do this placement for this node(s) again.
Suggested behavior:
Usually all the nodes of the same type (controller, storage,compute) have the same network placement. So adding a new ones should inherit settings for this placement.
UI should also somehow show nodes that have same/common network placement and the ones that have differences.
