REST API should be freezed together with upgrades implementation

It will become slightly harder to make some changes in our API after we implement upgrades. So, there are a number of things we should do with our API. At least:
1) Look through all API handlers and unit-test them. There shouldn't be any 50x errors anywhere.
2) All return HTTP codes should be standardized and described in documentation
3) All constraints should be covered by validation
