Manage SSL certificate for Fuel and OpenStack

Currently we are planning to secure API endpoints in Fuel and OpenStack to use HTTPS for all requests. Planned implementation is using self-signed certificate that is generated for each Fuel instance during installation.
Fuel should provide a way for users to use their own certificate instead of the default one.
We also should allow users to download generated certificates.
