Make Neutron deployment task more granular.
Currently at deployment stage we have monolith Neutron task (one for compute and one for controller nodes).
This architecture solution creates difficulty if fuel plugin need to make small changes to Neutron deployment process.
Since 7.0 Fuel plugin has ability to replace any standard task to custom.
If we separate monolith Neutron, to more granular parts,
we will got ability to flexible replace granulat by plugins.
