Allow Fuel users to deploy Fuel to multiple racks
Fuel should allow user to deploy Fuel to multiple racks with a scalable underlay network design so that the user can meet his or her expanding business needs without having to re-deploy/migrate workloads.
Description: The goal of this feature is to clearly define the network design, use case, and deployment approach so that Fuel can scale beyond 200 nodes and support deployment to a more modern, scalable underlay design.
