Jumbo frames between instances using mtu-selection-and-advertisement feature

As the cloud administrator I want to use Jumbo between instances.
Currently, we have related neutron blueprint finished - https://blueprints.launchpad.net/neutron/+spec/mtu-selection-and-advertisement and it's possible to change mtu for interfaces in Fuel. Remaining work it's pass 'frame size' option from user to nova/neutron configuration file.
