Deploy controllers in isolation from environment's networks

Deployment mode that allows to install controller nodes in a specific configuration which isolates controllers from Management and Public networks by creating GRE tunnels over Admin network instead of physical connections to those networks.

Extend 'l23network' Puppet module with provider for tunnelling between bridges via Admin network and change behavior to deploy controllers isolated from actual physical networks but connected by overlay GRE tunnels.
