IPMI settings detection and use

Ideally Fuel should discover a local IPMI device through the bootstrap OS, detect the IPMI's configuration (especially the IP Address), then test whether the Fuel Master can reach it for the purpose of doing things like the following:

1) Turning off the hardware once it's been detected, then turning it on when a deployment is initiated;
2) Detecting hardware-related errors which need to be resolved.

There may be more use-cases, but those are the most obvious and pressing for us.
