Restructure existing doc set to have a Planning Guide, Installation Guide, and User's Guide that emphasize using the Fuel UI to complete regular administrative tasks. These documents will contain links to other documents that provide more technical details and advanced methodologies but the tone of these docs will support the product vision of Fuel as a tool that makes deploying and managing the Cloud simpler.
