Fuel should support using alternate upstream OpenStack package sets

As a Cloud Developer, I need to deploy the current master branch of upstream OpenStack through community version of Fuel so that I can identify and resolve issues in upstream packages. In order to support this, Fuel must support deploying an alternate package set (other than MOS).
