CI for fuel network checks

ci for network checker introduces couple of difficulties:
1. tests requires dhcp server running somewhere
2. tests should run under root (packets sniffing)
So from my point of view we have 2 choices:
1. run dhcp verification in kvm/virtualbox vm with network configured to use dhcp server
2. use https:/
