Fuel health agents

Problem:
For now all health checks is bind for proxy usage that run on controller, so that to get tests pass we should always have controller role even if we use separate services plugin. Next reason it is execution some tests over L3 level (as example to ping outside from instance we need ssh on node - then ssh on vm and only then ping 8.8.8.8)

Propose:
Implements fuel health tests execution over mcollective agents or implements separate agent. So that we can delete proxy at all, and simplify checks that executed over transport lever
