Fuel should support advanced custom configuration of nodes for Enterprise Environments.

To support enterprise environments we need to be able to further customize what we consider a controller node. This should be split out to give users the ability to specify where services run instead of all in one controllers. Enterprise environments require separation of services. Examples would be External Database servers, External Message Queue systems, and the need to separate Network nodes from Controller nodes.
