Fix Fuel deployment error in case of node failure

Problem statement :

Consider a scenario to deploy 10 compute nodes and 1 controller node.
suppose if 1 controller and 9 compute nodes installed successfully(goes to ready state) .
if the deployment of remaining one compute node fails(goes to error eg: device down).
The entire environment is considered as failed and its aborted.

Suggestion :

* When controller is installed successfully, The compute nodes which are installed successfully should be retained with controller,failed nodes should be marked as error and Horizon IP should be shown in the dashboard (currently, it marks the entire open-stack setup as error and aborted)

* Failed nodes can be shown as error in status ,If needed we can redeploy/remove the particular failed node without disturbing the remaining setup.
