ISO building in less than 10 minutes

We need to make ISO build process much faster (not longer than 10 minutes). It can be achieved if we separate ISO and MOS into two different substances. ISO should be nothing more than just a bunch of packages + installation automation script (a.k.a kickstart).
The whole Fuel build system should be split into independent jobs.
This task includes at least:
1) moving building all packages to Perestroika (level 1 and 2)
2) getting rid of upgrade tarball
