Enable the nova user on compute nodes

Some functionalities of Openstack, like resize and migration, rely on having the support for passwordless SSH between the compute hosts.

A number of tempest test cases will fail, if this requirement is not fullfilled.

Enable the 'nova' user should on the compute nodes, by assigning him a /bin/bash shell instead of /bin/false
