Don't show version 9.0 in fuel UI from branch stable/mitaka

We want to publish fuel updates, which have version 9.x. Unfortunately it's too hard to update version number 9.0 everywhere, so let's just show 9.x as fuel version and 'mitaka' as openstack and release versions.
