Disable classic provisioning in favor of IBP

*User story:* As Mirantis Product Engineering, I want to disable native provisioning in favor of image-based provisioning so that I can reduce the overhead and cost of maintaining the additional functionality.
*Description:* IBP is a default option now, so we should drop native provisioning to avoid huge overhead for supporting it.
