Add ability to deploy Fuel to iSCSI drives

We are getting requests from users to support Fuel installation directly to iSCSI backed hardware.
Some modern HA configurations on customer side even do not include local hard drives.

In order to support installation to iSCSI we need the following:

1. Add OpeniSCSI utils and DM multipath packages to repos.

2. Add OpeniSCSI utils and DM multipath packages to the bootstrap image. It should allow support for iSCSI drives with hardware multipath.

3. Install iSCSI tools and DM-multipath to every OpenStack node by default.

4. Consider iSCSI drives in Fuel UI the same way as we plan to consider removable devices. Do not create partition layout on such drives by default.

5. Consider iSCSI drives with configured multipath as single drives.
