Fuel for OpenStack

Enable Fuel to deploy using UCA packages on Ubuntu

As a member of the OpenStack community who prefers or works with UCA packages, I would like to deploy my OpenStack environments using Fuel. In order to move away from the MOS package set, we need to make it possible for a user to be able to select an alternative package set to deploy with. The ability to deploy UCA packages with Fuel on Ubuntu based host machines with the standard reference architecture should be supported by Fuel.
