Improvements for component registry functionality

Currently components registry works only on wizard tab. Also we have some restrictions for describing complex logical rules for requires/compatible/incompatible relations. In context of this blueprint next goals should be achieved:
* provide support for plugin restrictions on settings tab
* provide support for building complex rules for relations
