Currently if vCenter installation is chosen, we have compute on controller or\and compute-vmware role and ceilometer compute agent is not correct configured, so we can't collect any metrics about instances until not manually https://docs.mirantis.com/openstack/fuel/fuel-7.0/operations.html#configuring-ceilometer-for-vcenter configured.
