Implement possibility to setup ceilometer compute agent on controller

Currently if vCenter installation is chosen, compute and controller are on one node and ceilometer compute agent is not installed on that node, so we can't collect any metrics about instances. That's why we need to implement installation of compute agent on controller when we setup vCenter environment.
