Build 'fuel-stats' packages by using 'perestroika'

Currently all of the 'fuel-stats' packages are build by using OBS server
Since we've decide to get rid of OBS server in favor of 'perestroika' - the workflow of building packages must be redesigned.
We have existing workflow with 'zuul' which makes all of the package related tasks like package build, package install and publish of the package.
