Fuel UI changes to support bootstrap images
If bootstrap image building was failed during master node installation and/or there is no default bootstrap image to use, then UI should provide an error panel on the default Environments page with an appropriate message about boostrapping failure and some instructions what user can do next. User should not be able to close the panel, because the message is important and should not be missed.
Master node settings DB model should be extended with a corresponding flag, which reflects, should the error panel be shown on UI or not.
Acceptance criteria:
* An appropriate error panel should be shown on Environments page in Fuel UI in case of bootstrap image building failure
* It should not be posiible to close or hide this panel in Fuel UI
* It should be possible to update a flag in master node settings DB model using PUT /api/settings
