CLI for managing dynamically built bootstrap images
There should be a mechanism for bootstrap images managing. Also, User should have an ability to build new bootstrap images and use their as default. Thus CLI for fuel bootstrap images managing is needed.
Acceptance criteria:
* It should be possible to build new bootstrap image
* It should be possible to import, activate, delete bootstrap image
* It should be possible to list all bootstrap images
* It should not be possible to delete active bootstrap image
