Add additional astute workers in python

If we are going to pursue integration with openstack, we absolutely need ability to use native python clients for openstack,
and not subprocess calls to cli or ruby fog bindings.

We already have ampq server, so adding oslo.messaging workers with listening on different queue should not be a problem.

This blueprint addresses issues in foreseeable future that will arise with integration of ironic (https://blueprints.launchpad.net/fuel/+spec/provision-ironic-astute-driver)

Also I can say that we will probably want integrated additional services for master node:

1. heat
2. neutron

It also will help with performing diffent post deployment actions e.g:

1. Uploading images
2. Creating flavors
3. Creatin networks for neutron
