Refactor tests for nodegroups to align them with dynamic dnsmasq feature

Since automatic DHCP configuration is going to be implemented for custom node groups, we need to refactor system tests for multiple cluster networks feature:
- remove hacks for cobbler;
- change slaves bootstrap algorithm for custom nodegroups;
- configure firewall on master node to redirect TFTP traffic for custom nodegroups.
